For current smokers, the report examines how e-cigarettes can be used to help more people try to quit smoking, while discouraging youth and nonsmokers from initiating e-cigarette use. It also examines the role of the tobacco industry in encouraging “new entrants” (a term used by the industry to refer to those who have never smoked) to enter the nicotine market while continuing to sell lethal tobacco products.
